I refer to transport services provided by the Aboriginal Health Liaison Program (AHLP) and ask: (a) what is the budget for the AHLP; (b) does the AHLP provide transport to patients to attend medical appointments and: (i) is funding allocated for the purpose of transport to medical appointments and, if so, how much; (ii) if funding is not allocated specifically for this purpose, which programs under the AHLP provide transport to medical appointments for patients; (iii) on what criteria are patients provided with transport to medical appointments; and (iv) how many requests for transport were made, how many were granted and how many were refused in each quarter, from January 2010 to June 2013; and (c) what transport services are available to people using the North Metropolitan Health Service: (i) of these services, what are the eligibility requirements; and (ii) what number of requests were made and refused in each quarter from January 2010 to June 2013?

(a) The 2012/2013 budget for the AHLP is $5,353,959 (GST exclusive).
(b) Of the 14 services funded under the AHLP, only three are specifically funded to provide a transport service.
(i) Yes. The WA Country Health (WACHS) Wheatbelt Aboriginal Health Service, funded for $526,274 (GST exclusive); Puntukurnu Aboriginal Medical Service, funded for $324,996 (GST exclusive); and Mawarnkarra Health Service, funded for $324,996 (GST exclusive). These three services are funded to provide care coordination, culturally secure support and transport to Aboriginal clients in the Wheatbelt and Pilbara regions to get to medical appointments.
(ii) Not applicable.
(iii) Eligibility requirements are determined by the service provider and are usually limited to clients who have no access to other means of transport, such as they do not have their own vehicle, family are unable to provide transport and they cannot access public transport; or have a physical limitation, such as the elderly or disabled.
(iv) Not available.  The Department of Health (DOH) does not require service providers to report on the number of requests for transport, how many were granted and how many were refused.
(c) Transport services under the AHLP that are available to Aboriginal people using the North Metropolitan Health Service (NMHS) include local transport provided by both, the Aboriginal Liaison Officers (ALOs) employed by NMHS and Derbarl Yerrigan Health Service (DYHS).
(i) Eligibility requirements are determined by the service provider and are usually limited to clients who have no access to other means of transport, such as they do not have their own vehicle, family are unable to provide transport and they cannot access public transport; or have a physical limitation, such as the elderly or disabled.
(ii) Not available.  The DOH does not require service providers to report on the number of requests for transport, how many were granted and how many were refused.
