I refer to long waiting lists for youth emergency accommodation in Perth. (1) Is the minister aware that the average waiting list for youth emergency accommodation in the Perth metropolitan area is more than 12 months, and that other agencies are not keeping a waiting list as they are totally unable to deal with the needs of the youth approaching them every day? (2) How many units, or beds, for emergency youth accommodation are planned for in the 2007-08 budget? The Department of Housing and Works contributes to a number of strategies aimed at addressing homelessness including participating in the new approach led by the Council of Australian Governments (COAG) in relation to Homelessness and Housing.
1 Crisis or emergency accommodation allocations are managed by service providers, generally non-Government organisations, overseen by the Department for Child Protection. The Department of Housing and Works collaborates with many stakeholders within the housing sector and appreciates the demands for affordable housing throughout the spectrum of housing services. The State Government is committed to providing more affordable housing options including more crisis accommodation beds, more social housing, assistance for private renters and affordable home ownership opportunities. The State Government has provided additional funding to deliver extra crisis accommodation facilities, at least 1, 124 extra social housing properties; increased bond assistance has been increased and the innovative shared equity scheme First Start. The State Government is also working with the new Federal Labor Government on a range of initiatives many of which seek to address homelessness and boost low cost housing supply to enhance the State’s initiatives and improve housing affordability. 2 The Department of Housing and Works, under its Community Housing Program, is currently progressing the following: (a) The purchase of a youth facility in Viveash for the Hills Community Support Group. (b) Developing a new youth refuge in Spearwood for Anglicare (c) Funding the private leasing of accommodation south of the river for the Ester Foundation. (d) Upgrading a youth refuge facility in Mandurah for Calvary Youth Services. The Department is also progressing the development of the following: (e) The construction of a new youth refuge in Karratha for Karratha Youth Housing Project. (f) The development of new youth refuge facilities in South Hedland for the Youth Involvement Council. (g) The development of new youth supported housing and support facilities in Quairading and Broome for the St John of God Foundation. (h) Eighteen exit point units in Clarkson, Midland, Leederville, Joondalup, Geraldton and Albany are being acquired. 3) The Department of Housing and Works is committed to providing more affordable housing options through its housing programs.
