I understand that yesterday was the first day of the new
program to tow away the vehicles of people who have parked illegally in
clearways in Perth's central business district. Can the minister please
update the house on this program and how it is proceeding?

I thank the member for Perth for the question. I know that
this is an issue that is particularly relevant for the member's
electorate.
Yesterday was the first day of the state government's
new program to tow away vehicles that are illegally parked in clearways,
no-stopping zones and bus lanes. In fact, 16 cars were towed away yesterday—10
in the morning, and six in the afternoon. Fifteen of those vehicles have been
returned to their owners, and one appears to be an abandoned vehicle that is
subject to police action. We have already seen a reduction, which is what we
had hoped, because this morning, only five cars—which is a 50 per cent
reduction—were towed away. In fact, until eight o'clock this
morning, not one car had been towed away. We were hoping that the message would
get through, and we were quite confident that would be the case. In the
two-week lead-up to vehicles being towed away, we saw a 17 per cent reduction
in the number of fines that were being charged.
I would like to thank Main Roads Western Australia and I
would like to thank also the media for helping to assist with educating the
broader public because we know that the answer to congestion is not simply a
matter of building infrastructure, better roads and better public transport; it
is about using our existing infrastructure in a smarter way. We are undertaking
a number of programs to make life easier for people to move around our great
city. We would like to think that people having trouble with parking will make
use of the Right Move Perth app, which notifies people of parking spaces
available within the city. We encourage people to look at that app before they
make their way into the city. This is about the little one-per-centers; it is
another great little one-per-center that is helping to ease congestion in our
city and to make our place an even better city to live in.
