(3a-b) The Western Australian Planning Commission purchased the Whitby land on behalf of the Metropolitan Cemeteries Board (MCB) after identifying the site and reserving it in the Metropolitan Region Scheme. The land will be transferred to the State of Western Australia or the MCB as appropriate when funding for the development of the cemetery is secured by the MCB.
