I refer to the Government's Contract for Air Charter Services, and ask:
(a) when was the current contract last negotiated;
(b) when does the current contract expire;
(c) when the current contract expires, will the contract go to Tender, and if not, why not;
(d) what aircraft are currently available to the Government within the contract;
(e) how many flying hours per month are available to the Government within the contract for each aircraft;
(f) will the Premier table a copy of the current contract, and if not, why not;
(g) what is the average monthly cost per aircraft in addition to the contracted monthly cost of each aircraft for the following financial years: 2008–09; 2009–10; 2010–11 and from July 1 2011 to date;
(h) what is the total monthly cost per aircraft for the following financial years: 2008–09; 2009–10; 2010–11 and from July 1 2011 to date;
(i) what is the total cost of the contract over four years;
(j) is Maroomba Airlines still the provider of air charter services, and if not, who is the current provider;
(k) what are the current guidelines for Minister's use of the charter services; and
(l) will the Premier table a copy of the guidelines, and if not, why not?

Department of the Premier and Cabinet advises:
There is more than one contract that supports the Government's Contract for Air Charter Services. If the Member's question was meant to address the provision of Ministerial Air Services for the Management, Operation and Maintenance contract the following refers;
(a-c) The last contract negotiation occurred under the previous Labor Government between November - December 2006.The current contract expires December 2014 with a two year option to December 2016 to be exercised. Subject to exercising the contract extension option, as indicated in (b), the contract may not go to tender prior to December 2016.
(d) Turbo Prop aircraft - Beechcraft Super King Air B200 (VH-MQZ); and Jet aircraft, long range - Hawker 850XP (VH-MQY).
(e) The aircraft are leased. As per the lease contracts with the owner the monthly hours of operation are based on:
Beechcraft Super King Air (VH-MQZ) - 33 hours per month; and
Hawker 850XP (VH-MQY) - 42 hours per month.
(f) The contract is commercial-in-confidence, as such if the Member seeks access he is asked to submit a Freedom of Information Application so that all appropriate consultations and legal advice can be sought as per the FOI Act 1992.
(g-h) The average actual monthly cost for both aircraft across all contracts and expenditure for the
provision of the Ministerial Air Services Contract is as follows. These costs are unable to be apportioned
across each aircraft.
