I refer to the fact that in 2013-14 only 48 per cent of local government authorities in Western Australia were meeting the full set of four capability elements at a basic level, and I ask: (a) what strategies are in place to ensure basic capabilities will be met in the future; and (b) please provide a breakdown per individual capability of the percentage of local government authorities are meeting the requirements at a basic level?

(a) A continuous improvement approach is being taken to the implementation of integrated planning and reporting.
The Department of Local Government and Communities has implemented a range of strategies including best practice examples, self-assessment tools and assistance in reviewing asset management processes to further assist local governments to implement plans which will improve service delivery to their communities.
(b) The Department of Local Government and Communities has undertaken an audit of a random sample of 465 Integrated Planning and Reporting (IPR) plans from metropolitan and country local governments. The Department found that 97 per cent of the sector has implemented the IPR process and developed at least one strategic document. Of those assessed:
- 43 per cent of Strategic Community Plans met all 10 assessment criteria;
- 75 per cent of Corporate Business Plans met all 7 assessment criteria;
- 65 per cent of Long Term Financial Plans met all assessment criteria; and
- 83 per cent of Asset Management Plans met all assessment criteria.
