I understand the minister was in Bentley this morning to
witness an important milestone in the Brownlie precinct regeneration project.
Could the minister please update the house on the progress of this project and
explain how it fits with the government's affordable housing strategy?

I thank the member for Southern River for the question.
Indeed, there was a milestone
this morning in the Brownlie precinct. I am sure members here will be aware of
the Brownlie Towers project. Between, I think, 2005 and 2010, it has really
transformed.

is in the member for Victoria Park's electorate.

D.T. REDMAN : Did the member come along this morning? Did the member not
make it?
Mr
B.S. Wyatt : No, because I didn't get an invitation, hence the sarcasm.

D.T. REDMAN : My apologies, member. Members will also be aware that the state Liberal–National government
has a target of 20 000 affordable homes by the year 2020. We are certainly on the way to
achieving that. Yesterday in response to a question, I announced some changes
to the parameters around Keystart, which is effectively the last stage of the
affordable home continuum whereby people can own their own homes .
The Brownlie precinct offers a bit of something for everybody. It will deliver
on all components of the housing continuum. The 25-hectare site is largely
owned by the Department of Housing and the City of Canning. On that site we are looking at delivering a project
that will have about 1 500 units, which is quite a substantial number. We are
certainly putting pressure on that number because we want to deliver to all
stages of the housing continuum. The project will be done in conjunction with
the City of Canning. Today we witnessed the demolition of the 130 houses and
facilities that were on that site. I got a chance to use a 40-tonne excavator
and pull the levers and knock over part of that facility. I am certainly proud
to be part of a government that is starting to move on delivering a significant
portion of affordable homes in Western Australian suburbs. The project will
start in 2015 and —

D.T. REDMAN : Because we have a lot of other work on the go to deliver that.
It will go a significant way to delivering on our promise of 20 000 houses by
2020. People also need to
understand—it was interesting to listen to the commentary on 6PR—that
the Department of Housing works closely with the private sector to seek
expressions of interest to partner with government, and in some cases all the
government needs to step into the project is some land. In this case we have 25 hectares of land about
seven kilometres from the CBD. We will now be working through a process of
working up a structure plan for that site and getting a level of built form in
that project that allows us to deliver affordable homes, affordable rentals and
social housing to a segment of the market. It will not simply be the government getting money, building houses and
renting them out. This will be a full-blown development right the way through
to the full open market at the high end of the housing continuum.
I am very proud to be part of a
government that is doing the job. Today was the first stage of knocking down
the facilities. The project is part of our commitment to deliver 20 000 homes
by 2020. I am very confident that we will bring to the table partnerships with
the City of Canning and the private sector to develop that project into
something that will be vibrant, contemporary and somewhere that people want to
live. There will be open, commercial and retail spaces.

D.T. REDMAN : There are some other very good examples, including Cockburn
Central. The member for Cockburn will be familiar with that. He has gone quiet
now. When we point to something that is happening out there, he goes quiet.
This delivers on not only the
housing affordability strategy, but also the Directions 2031 plan. I am
confident that once again we are
delivering to the social housing, affordable rental and affordable housing
markets.
