I refer to question without notice 1299,
asked on 18 November 2015, to which the minister answered that the Instant
Start ministerial order is a ZZZ### ZZZsmall adjustment'' to the building permit assessment process.
(1) Has the
department or the Building Commission undertaken a comprehensive risk
assessment of the Instant Start proposal?
(2) If yes to
(1), does it include an evaluation of the risks to all stakeholders involved,
including builders, purchasers, lenders, local and the state governments?
(3) If yes to
(2), are all these parties, in particular the lending institutions, satisfied
about the level of risk they will be exposed to?
