Further to the Ministers answer to question on notice No. 4187, will the Minister please explain the reasons for -
(1) A 50 percent reduction in discharges from the Swan Health Service over the past two years of people with a mental health diagnosis?
(2) Armadale Health Service ability to discharge more than double the number of people with a mental health diagnosis in 2005-06, than did the Swan Health Service, when they have almost identical sized mental health facilities?
(3) A 100 percent increase over the past two years in the number of patients with a mental illness who have returned to SCGH within three days of discharge?

(2) Preliminary 2005/06 data indicates that there were 37% more discharges at Armadale Hospital than at Swan. This figure may change once the data is complete. There are a number of factors that may contribute to Armadale Hospital having a greater number of discharges than Swan. For example: · Armadale hospital had a significantly higher number of separations relating to substance abuse disorder with much shorter average lengths of stay than Swan Hospital. · Swan Mental Health Service provides care to a greater number of older people with organic disorders. These people require careful clinical management during extended periods of inpatient care. · In 2005/06 Swan Mental Health Service experienced lower than usual staffing levels, which has subsequently been addressed. (3) The activity level for the total number of separations for patients with a mental health diagnosis has increased over the three year period. While the number of patients who have returned to Sir Charles Gairdner Hospital within three days of discharge has increased, the proportion has remained stable at two per cent.
