CANNABIS, DECRIMINALISATION
I refer the Premier to his announcement yesterday that Labor will decriminalise the possession of cannabis for offenders in possession of up to 25 grams and no more than two plants. (1) Can the Premier confirm that under Labor’s new approach to drugs, four people living in a single home would be able to grow eight plants capable of producing with hydroponics eight kilograms of cannabis with a street value of nearly $100 000 and not be punishable under the Criminal Code? (2) Does the Premier believe that eight kilograms of cannabis, the equivalent of 8 000 joints, can be consumed by four of his so-called small-time users? Dr GALLOP

(1)-(2) If the Leader of the Opposition had read the response of the Government to the Community Drug Summit, he would know that the details of its position, which will be incorporated in the law of Western Australia, will be worked out by the ministerial inquiry into this matter. I cannot confirm what he said because the specific details of how we will apply the response of the Community Drug Summit - Mr Barnett: That is your response. It took you three months to consider it. Dr GALLOP: We are responding to the Community Drug Summit. Unlike the Opposition, we are responding respectfully, and on the basis that the Community Drug Summit was representative of all significant stakeholders in this matter. The details of how the law will operate will be developed by the ministerial inquiry. They will come to this Parliament for full debate. Let us return to the tintacks of this issue. The previous Government’s approach to illicit drug use in this community failed. Under the leadership of the Liberal and National coalition, many young Western Australians lost their lives through drug abuse. The figures provide the evidence: when the last survey was done in the early 1990s, Western Australia had the lowest level of illicit drug abuse. When we came to power, the number of illicit drug abusers in Western Australians was among the highest in not only Australia, but also the world. If the Government had continued doing what the coalition was doing with its failed policies, the community of Western Australia would have told us that we had not delivered on our commitment to come to terms with this issue. I remind the Leader of the Opposition that the cannabis cautioning system was introduced by his Government. We will extend that system and incorporate it in legislation. It is effectively the same system, with a number of civil penalties. This Opposition is taking itself more and more into the most extreme elements of our society. Ideological prejudice is fine! The Opposition can go for ideological prejudice; we will go for results and performance. We will make sure the Western Australian community is in a position to deal with this matter so that we reduce the amount of illicit drug abuse and the tragedies in our community - not increase them, as occurred under the previous Government.
