265. Hon COLIN HOLT to the Minister for Environment:
I refer to the proposed introduction
of the container deposit scheme on 2 June.
(1) Has the minister received correspondence from
small breweries, cideries or kombucha producers concerned about the
financial impacts of the scheme on their businesses?
(2) Has the
minister received any modelling on the impact of the CDS on small beverage
operators due to COVID-19?
(3) If yes to (2), what were the results of the
modelling; and, if no to (2), will the minister consider undertaking modelling?
(4) Will the
minister postpone the scheme to relieve the financial pressures on Western Australian
small beverage operators due to COVID-19?
(5) What will be
the impact on the scheme if Western Australians are forced into lockdown and
unable to return their cans and bottles to depots or reverse vending machines?

(1) Small
beverage manufacturers have been consulted during the development of the
scheme. Based on the feedback received, arrangements have been incorporated
into the design of the scheme to support small beverage producers. This
includes providing for payment in arrears and quarterly payments, instead of monthly payments that are required of other
manufacturers. Small beverage manufacturers are represented on the board
of the scheme coordinator.

(3)–(5) I
have requested urgent advice from the Department of Water and Environmental
Regulation, with input from the Department
of Health and the scheme coordinator, Western Australia Return Recycle Renew Lt d,
on the impact of COVID-19 on the commencement of the scheme. I will await this
advice before making any decisions.
