The inquiry report into the City of Belmont refers to many of the complaints that were put to the city concerning allegations of mismanagement, failure to provide good governance, misuse of position, failure to disclose interests, conflicts of interest, double standards and corruption. How does the inquiry justify the number and extent of serious issues that were raised with the council during public question time in 2000, 2001 and 2002 and still conclude that the council was not aware of those concerns?
