I refer to the Department of State Development Browse LNG precinct Strategic Assessment Report and ask -
Given that the Strategic Assessment Report states that Woodside does not know where it will get up to 8GL/per year of water, and that any desalination plant would be the subject of a derived proposal process, what public comment process will the Minister provide for input into water allocation on the Dampier Peninsula for this project?

The Minister for Water has provided the following response:
The Browse LNG Precinct development is located within a proclaimed groundwater area. If groundwater is required for the development, a 5C licence will be required under the
Rights in Water and Irrigation Act 1914
.
Under Regulation 23 of the
Rights in Water and Irrigation Regulations 2000
, public advertising is required for any 5C licence application over 100 000 kilolitres per year (equivalent to 0.1 gigalitres per year). Through this process any member of the public may make a written submission to the Department of Water (DoW) within 15 days of advertising. The Department will consider any submission received within the timeframe before making a final decision.
