I refer to the Diploma of Commerce (Higher Education) offered at Central Institute and ask: (a) can the Minister confirm that the tuition fee for this one year diploma is $10,000; (b) can the Minister also confirm that for a student accessing the program under the FEE-HELP system is subject to a 25% fee on top of that, bringing the total cost to $12,500; (c) who receives the funds from the 25% fee; (d) why is the Diploma of Commerce (Higher Education) not subject to the fee cap for other diplomas; and (e) are there any other Diplomas offered by state training providers that are not subject to this cap, and if so, for each instance: (i) what is the name of the course; (ii) where is it offered; and (iii) what are the tuition fees?

(a) Yes.
(b) A 25 per cent loan fee applies to all full fee paying students who access FEE HELP for higher education courses. The loan fee does not apply to students in a Commonwealth supported place at a public university.
(c) The Commonwealth Government.
(d)The course is a higher education course, not a publicly funded Vocational Education and Training (VET) course, which means that the State regulated fee cap does not apply.
(e)(i)-(iii)
The following two higher education diploma courses are also offered by STPs:
· Diploma of Programming (Applications), Polytechnic West (Thornlie Campus), $11,280;
· Diploma of Network Technology, Polytechnic West (Thornlie Campus), $11,280.
