I refer to my question on notice No. 5583 and to media reports that the integrity of the nation's vocational education and training system remains at risk while Western Australia refuses to join the national Vocational Education and Training regulator, and I ask —
(1) As part of the development of the training entitlement model, has the Minister reviewed the operation and effectiveness of the Training Accreditation Council in regulating private training organisations?
(2) If yes to (1), can the Minister —
(a) detail any findings in relation to the effectiveness of the Training Accreditation Council; and
(b) table any documents produced as part of a review?
(3) If no to (2), how can the Minister be assured that the existing procedures for monitoring private training organisations will provide appropriate monitoring standards within the entitlement model?

Western Australia, by not referring its control of VET regulation, maintains a close watch on the quality of training being provided in Western Australia. The Training Accreditation Council (TAC) processes ensure that:
· New training providers undergo an initial site audit with 100 per cent follow up through a further site audit within 12 months of registration.
· Auditors are appointed who have expertise in auditing and assessment of national VET standards.
· Where an audit requires additional expertise, technical experts are accessed.
· Where the Department of Training and Workforce Development identifies a risk related to a funded private Registered Training Organisation (RTO) they participate in audits along with TAC auditors.
· TAC is able to cancel and impose sanctions on RTO's not meeting the national standards.
· The TAC is also proactive in consulting with industry and undertaking strategic audits in industries where specific risks are identified.
In addition, the Department of Training and Workforce Development will be strengthening the criteria for training organisations to access public funds for training delivery, and developing a model for the external validation of training provider assessments, as part of the reforms implemented under the National Partnership Agreement on Skills Reform. These initiatives will be introduced alongside and complement the training entitlement.
