KYOTO PROTOCOL
On Tuesday, 9 April 2002 the Victorian Minister for Energy and Resources, Ms Candy Broad, urged the federal Government to ratify the Kyoto Protocol. She indicated that recent reports have pointed to the potential loss of more than $1 billion in investment in Australia if companies are forced offshore in order to gain access to business opportunities arising from the Kyoto Protocol. (1) Does the minister support the view of his Victorian counterpart? The original question was directed to the Minister for Energy and was redirected to the Minister for the Environment and Heritage. (2) If yes to (1), will the minister be conveying his views to the federal Government that it should ratify the Kyoto Protocol? (3) If no to (1), why not? Hon TOM STEPHENS

I thank the member for some notice of this question. The Minister for the Environment and Heritage has provided the following response - (1) The Victorian Minister for Energy and Resources is quite correct in her view that there is a potential loss of large investment in Australia if the federal Government fails to ratify the Kyoto Protocol. This is the reason the Minister for the Environment and Heritage - as Chair of the Cabinet Standing Committee on Environmental Policy - has asked her parliamentary secretary, Mr Francis Logan, member for Cockburn, to have discussions with her interstate counterparts about the impact of the federal Government’s failure to ratify the Kyoto Protocol on their economies. The Western Australian Labor Government has embarked on a process of engagement with industry, environmental groups, academia, key stakeholders and the general public about greenhouse gas emissions and challenges as part of its greenhouse strategy. The issue of ratification of the Kyoto Protocol is part of that consultation process. (2) If appropriate, our views on the Kyoto Protocol will be forwarded to the federal Government. (3) Not applicable.
