(1) Is the minister aware that some time ago Mr and Mrs Higginson, the owners of lot 782 Jarvis Road, Baldivis, were advised by the City of Rockingham that the current town planning scheme allowed for one house per rural block and, on that basis, they proceeded to draw up house plans, with an architect and engineer siting them carefully to avoid the environmentally sensitive areas according to proposed metropolitan region scheme amendment 1050/33, and paying fees for the building application and septic requirements? (2) Is the minister also aware that Mr and Mrs Higginson proceeded only on the advice from government departments, such as the Department of Environmental Protection and the Department for Planning and Infrastructure, that the MRS amendment was only a proposal at that time and would not have any impact on their desire to build their home? (3) In view of the fact that Mr and Mrs Higginson made their application and plans under the current legal position and the new proposals under MRS amendment 1050/33 have not yet been gazetted, why should their wish to build their home not proceed; or, at the very least, why will they not be compensated for the money outlaid on their plans?
