With regard to the heritage surveys carried out over the Woodside Pluto Site B area and answers to question on notice no. 4154 to the Minister for Employment Protection answered on 19 September 2006 and photos of a survey crew on site B located at

(1) Will the Minister advise how many site survey crews, Woodside workers, consultants, Department of Indigenous Affairs staff, Department of Environment staff, Ministers or others visiting Woodside Pluto Site A or B have been provided with respiratory equipment?
(2) Are all visitors and employees on the site provided with a copy of the Burrup Fertilisers ‘Neighbouring Facilities Information’ presentation which explained what to do in an emergency on site?
(3) If no to (2), why not?
(4) In relation to (1) and (2) above, are evacuation strategies in place during any visits to the sites?
(5) If yes to (2) and (4), are these presentations or strategies recorded and by whom?
(6) Does the Department for Employment Protection monitor the application or provision of the Burrup Fertilisers ‘Neighbouring Facilities Information’ presentations to workers in the region?

The Occupational Safety and Health Act 1984 (OSH Act) has general duty of care provisions that require persons having control of workplaces to take such measures as are practicable to ensure that the safety and health of all persons is not adversely affected by the work that has been, or is being, undertaken. This includes specific obligations with respect of control of hazards, systems of work and safe access and egress. Similarly the Occupational Safety and Health Regulations 1996 (Regulations) include specific provisions with relation to emergency egress, emergency evacuation, hazardous substances and respiratory protection. (6) - (8) As a Major Hazard Facility regulated under dangerous goods legislation, Burrup Fertilisers Pty Ltd (BFPL) is required to provide a copy of their "Neighbouring Facilities Information" to neighbouring facilities. I refer the Member to the response to question on notice no. 4154 with respect to BFPL's action in relation to the Woodside Pluto Site. Questions regarding provision of personal protective equipment, presentations or emergency procedures should be directed to the persons in control of Woodside Pluto Site A or B. WorkSafe does not have information which suggests these requirements are not being met at Woodside Pluto Site A or B.
