(1) The draft State of the Environment Report 2006 states that between 1996 and 2004 4% of vegetation in remaining wetlands on the Swan Coastal Plain was lost or became severely degraded. This equates to an approximate loss of 1500 hectares (ha) of wetland area each year. The Report shows 6% of wetlands lost or degraded during this time were of high conservation value. (2) The Department of Environment and Conservation (DEC) identifies wetlands based on characteristics of soils, hydrology and vegetation in accordance with Wetlands of the Swan Coastal Plain Volume 2A Wetland Mapping, Classification and Evaluation (Hill, Semeniuk, Semeniuk & Del Marco 1996) and current scientific literature. (3) Wetland loss on the Swan Coastal Plain as detailed in the draft State of the Environment Report was assessed by reviewing individual wetland areas against aerial photography and determining vegetation loss (as a surrogate for wetland loss) using satellite imagery. (4) Geomorphic data sets identify wetlands directly. (5) Geomorphic data sets do not identify plant or animal species in relation to the identification of wetlands. (6) The incidence of this is likely to be small. Anomalies can be corrected through existing DEC verification processes. (7) - (8) The proposal for the South West Metropolitan Railway - Perth to Mandurah was assessed by the Environmental Protection Authority (EPA) in accordance with the requirements of the Environmental Protection Act 1986 ( EP Act ). The Report of the EPA is publicly available. (9) - (11) This information is available in Wetlands of the Swan Coastal Plain Volume B Wetland Mapping, Classification and Evaluation (Hill, Semeniuk, Semeniuk & Del Marco 1996) and the Geographic Data Atlas, which are both available on the Department of Environment & Conservation website www.dec.wa.gov.au (12)Environmentally Sensitive Areas (ESAs) are declared by the Minister for the Environment under section 51B of the EP Act . The most recent Environmental Protection (Environmentally Sensitive Areas) Notice was published in the Government Gazette on 8 April 2005. Exemptions contained in the Environmental Protection (Clearing of Native Vegetation) Regulations 2004 do not apply within ESAs. An area can only be defined as an environmentally sensitive area for the purposes of section 51C of the EP Act if it is public information (such as published in a publicly available report, or available on a public website), or in the case of vegetation within 50m of declared rare flora, or threatened ecological communities, if the owner, occupier or person responsible for the care and maintenance of the land has been notified. (13)In the case of declared rare flora, notice is provided in writing and is hand delivered by an officer of DEC. Advice from DEC in respect of threatened ecological communities is also in writing. (14)The DEC has a Geographic Information System viewer on its website which assists the public in locating environmentally sensitive areas. The viewer allows for searches using certain location criteria. This dataset is being made available through the Shared Land Information Platform being developed by the Department of Land Information. Certain categories of environmentally sensitive areas may be contained in other Government databases and publicly available maps. (15)Nil. However DEC understands the building owner provided the Department of Housing and Works about $5.9 million for accommodation fit-out, which is funded by the building owner as part of an incentive to fill the building. (16) No additional budget was provided to merge the Department of Environmental Protection and the Water and Rivers Commission.
