a)   There are six identified Lead Agencies under the Lead Agency Framework (the Framework):
See the responses under each individual agency below for details of each Level 2 or Level 3 status proposal currently under consideration.
Note the above proposals only includes projects lodged after the introduction of the Framework in 2009.
b)   The Department of Mines and Petroleum has lead the Government’s evaluation of the effectiveness of the Framework. Feedback from proponents has been positive, particularly in regards to reduced project approval timelines and improved confidence in the approvals process. A Productivity Commission Inquiry Report (2014) into minerals and energy resources endorsed the lead agency approach.
Furthermore, as highlighted in the Framework, the Department of Regional Development is the lead agency for the administration and management of the Royalties for Regions Fund. The Department has in place processes, as defined under the Royalties for Regions Act, to administer the Fund. These processes ensure that proposals are assessed thoroughly against the criteria for the Fund and that approved funding is spent in an accountable manner.  Cabinet approval is also required.
The Department regularly reviews these processes to improve the efficiency and effectiveness of the Royalties for Regions Program. These processes are also regularly reviewed by the Office of the Auditor General and appropriate changes are made as a result of these reviews.
