(1) I refer to the Minister’s media statement of 21 June 2004 announcing ‘New funds for outer metropolitan communities’ and ask what are the funding sources or ‘regional support programs’ available to non-metropolitan communities so that they can ‘help develop and maintain facilities and services’ in their areas?
(2) Is it intended that this new funding program will assist the larger urban centres within the listed outer metropolitan Local Government bodies or will it be targeted to small communities that are physically located some distance away from the larger urban centres?
(3) Will the Minister give some examples of the communities that may benefit from this new grants program?

(1) Non metropolitan communities can access assistance through the following financial assistance programs administered by the Department of Local Government and Regional Development and the relevant Regional Development Commissions.
Regional Investment Fund (RIF)
The Fund has provided an initial $75 million over four years to assist with the economic and social development of regional Western Australia or improve the access by regional communities to services. A further $80 million will be available from 2005/2006. RIF funding is administered through three core financial assistance schemes.
i) Regional Infrastructure Funding Program (RIFP) – RIFP provides financial assistance for capital works projects which will assist in attracting investment and increasing employment in regional areas or improving the access of regional communities to services.
ii) Western Australian Regional Initiatives Scheme (WARIS) – WARIS provides financial assistance of between $5,000 and $250,000 for non-capital works projects designed to deliver benefits across more than one region of the State.
iii) Regional Development Scheme - RDS provides financial assistance of up to $150,000 for a mix of capital works projects and other projects which may include feasibility studies, regional and local marketing programs as well as festivals and events. Each of the nine Regional Development Commissions administers its own scheme.
Regional Headworks Program
The Regional Headworks Program is a new financial assistance scheme designed to encourage, promote and support the sustainable development of regional Western Australia by assisting to offset the costs of providing essential services (headworks) to eligible commercial or industrial projects.
In addition to RIF funding, assistance is available through:
Regional Collocation Scheme
The Regional Collocation Scheme is a $7.3 million capital works grant program that aims to assist with the development of appropriate infrastructure (eg facilities known as multi-function outlets or community resource centres) for the collocation of government and non-government organisations involved in regional economic or community development.
Community Facilities Grants Program
The Community Facilities Grants Program (CFGP) provides financial assistance to help fund the capital cost of providing community facilities in regional areas. Grants of between $2,000 and $25,000 are available to local governments, incorporated community groups and indigenous communities that can demonstrate a need for assistance.
(2) The primary focus of the Outer Metropolitan Community Fund (OMCF) is on enhancing services and capital works in areas nearer the boundary between the following local governments and the relevant Regional Development Commission: City of Wanneroo, City of Swan, Shire of Mundaring, Shire of Kalamunda, City of Armadale, City of Rockingham and Town of Kwinana. The metropolitan region is surrounded by the Wheatbelt and Peel regions to the north and east and south respectively.
The OMCF recognises that communities adjoining these regions, within metropolitan council boundaries, experience similar problems in maintaining adequate community infrastructure and services to regional areas.
(3) Communities which may benefit from the OMCF include: Chidlow, Two Rocks, Bullsbrook, Wooroloo, Bickley, Pickering Brook, Karagullen, Anketell, Baldivis and Karnup.
