(1) Reviews of fees and charges have been conducted annually for 2009-10, 2010-11 and 2011-12.

Accountable Authority: Department of Health - Private Hospital and Private Psychiatric Hostel Licensing Fees
(1) A review of the private hospital and private psychiatric hostel fees was conducted in 2009-10.
(2) No.

(5)(a) Replacement Licence, under the
Hospitals (Licensing and Conduct of Private Hospitals) Amendment Regulations 2009;
and Replacement Licence, under
Hospitals (Licensing and Conduct of Private Psychiatric Hostels) Amendment Regulations 2009

(b) Replacement of Licence (Private Hospital) - $300; and
Replacement of Licence (Private Psychiatric Hostel) - $300.

(d) The fees are above cost recovery to compensate a trend of increasing requests for replacement of lost licences and are set at a level consistent with other States and Territories.
Accountable Authority: Animal Resources Authority - Fees for the Sale of Live Mice and Rats
(1) The ARA completed a review of all expected fees for 2009-10, 2010-11 and 2011-12. The
Animal Resources Authority Act 1981
(Act) allows the Authority to charge fees exceeding the cost of production and to retain the surplus to meet the operational and capital investment requirements of the Authority. The Authority does not receive funding appropriations.
(2) Yes. Charges for live mice and rats exceed the expected cost of production to meet the Authority's operational and capital requirements, which is allowed for under the Act. However, Western Australian researchers receive a discount resulting in charges that are less than cost.
(3)(a) Charges for the sale of live mice and rats to interstate and overseas customers are set at an over recovery amount, however, Western Australian researchers receive a discount resulting in charges that are less than cost.
(b) A fee payable is based on a matrix of variables which include weight, age, type, colour, strain, condition, each with numerous options and result in no 'one' fee, and therefore, due to the number of possible fee combinations, it is not readily feasible for the Authority to detail a response at this level.
(c) These charges to non WA researches are above cost of recovery to ensure the Authority's total operations remain self-sufficient and do not require government appropriations.
(4) Yes, for both the sale of mice and rats.
(5)(a) Live mice and rats, but excludes WA researchers whose fees are set below cost of production.
(b) Due to the previously mentioned matrix, it is not possible to specify a dollar value for each scenario, however, on an overall percentage basis,
2009-10: 5%;
2010-11: 4%, and
2011-12: 4%.
(c) Overall charges are set to provide 2.5% surplus, which is approximately $200,000 for capital expenditure. Noting that WA researchers are charged fees below the cost of production.
(d) Charges are set above the cost of recovery to ensure the Authority's operational and capital requirements remain self-sufficient and do not require government appropriations.
