I refer to the transportation of licensed firearms in Western Australia, and Western Australia Police’s Approved Commercial Carriers policy update, 7 November 2017, and I ask: (a) were any external consultants used to develop the Approved Commercial carriers policy: (i) if yes to (a), who were the consultants; and (ii) if yes to (a), how much did it cost; (b) did Western Australia Police undertake a risk assessment of the transportation of licensed firearms in Western Australia before developing the policy; (c) if yes to (b), who was the consultant or person who undertook the assessment and what were they paid; and (d) if no to (b), why not?

The Western Australian Police Force advise:
The approved Commercial Carriers policy was updated in May 2018.
(a) No.
(i) – (ii) Not applicable.
(b) Yes. When developing or changing the approved carrier transportation policy to meet the legislative requirements within Section 8(1)(g) Firearms Act 1973, WA Police Force consider the need for community safety. Also considered was the commercial firearm transportation policy of other jurisdictions to enable consideration for consistency and best practice.
(c) The policy was reviewed and approved by the Commissioner of Police.
(d) Not applicable.
