(a) Yes. The Water and Rivers Commission, as the department responsible for water resource management on behalf of the Government, negotiated an agreement between Water Corporation and Harvey Water to modify the customary-way the Harris and Wellington Dams were to be operated during the 2001-2002 irrigation season because of the severity of the drought. Under normal operations, 14 GL of fresh water was to be released from Harris Reservoir to improve the salinity of supply from Wellington Reservoir. Wellington Reservoir provides the water supply to irrigation customers of Harvey Water. It was agreed that this water would not be released from Harris Reservoir but be available for diversion to the Integrated Water Supply Scheme serving Perth and connected areas. The amount diverted by the Water Corporation was to be in accord with their licensed approvals from the Water and Rivers Commission.
