I refer to tender No 12603 for the supply of copy paper, envelopes and office stationery, which was awarded on 12 November 2003 to Corporate Express for the provision of paper and envelopes, and to Boise Cascade Office Products for the provision of stationery supplies, and the justification that the Treasurer gave for this decision in the answer to question on notice 1588; that is, “Substantial additional savings were provided by Boise on the basis of being a sole supplier to government on the stationery contract.” (1) Can the Treasurer confirm that he authorised a contract in which Boise Cascade quoted $67.36 per unit of blotting paper - or paper blot, 445 x 570 135 grams per square metre white, reference No S491? (2) If yes to (1), does the Treasurer realise that if one were to apply this price to the purchasing pattern of the Department of Industry and Resources over the past 12 months - with a consumption of 174 units - it would result in a bill of $11 720.64? (3) Given that the aforementioned contract qualifies Boise Cascade as the preferred supplier, what legal ability do government departments have to choose alternative stationery suppliers that offer more reasonable prices?
