contractors provided to the Standing Committee on Estimates and Financial
Operations in a document titled ''2016/17 Budget Estimates Hearings—Questions
Prior To Hearings''.
(1) Do all contractors have valid
working with children checks?
(2) How many of the contractors are
registered for GST?
(3) What duties do contractors
performing ''mentoring, supervision and tutoring services''
deliver?
(4) Can the minister table a generic
contract for each service type listed?
(5) Has superannuation been paid to
any of the contractors listed?

for some notice of the question.
(1) Yes.
(2) A total of 121 contractors are
registered for GST.
(3) The specific
details of the service provision will vary based on the terms and conditions of
the contract. However, the following outlines a brief description of the
services provided by the current contractors. Mentoring for children and young
people in the CEO's care can include developing the child or young
person's skills in social or group situations, cultural mentoring to
connect them with their culture, familiarising them with local community
services, supporting them to engage with sports or sporting clubs, or helping
them look for traineeships or develop their CVs. Mentoring will vary in form depending
on each person's individual needs. Supervision services include the
provision of childminding, babysitting and other supervision services as well
as respite for family group home carers. Tutoring services includes the
provision of scholastic and non-scholastic, such as music and recreational
activities, tutoring services.
(4) The
department's standard contract has been provided. However, there is no
specific generic contract for each service type. Schedule A in the standard
contract outlines the specific services to be provided under the terms and
conditions of the contract.
(5) No. These
services are provided by independent contractors—contract for service—and
are paid according to the conditions outlined in schedule B of the contract.
They are not employees of the department.
