PHONE TOWER — BELL HILL RESERVE, BINDOON
514. Hon DARREN WEST to the
Minister for Commerce:
I refer to the decision to erect a mobile phone tower at Bell
Hill Reserve in Bindoon.
(1) Has the
minister or his representative had any meeting or discussions about the
location of this phone tower with the Shire of Chittering, the community and
Indigenous representatives in the region?
(2) If yes to (1), with whom did the minister or his
representative meet, and when?
(3) Is the
minister aware of the growing community concern about the site of this phone
tower?
(4) Has the
state government committed any funds towards the cost of the phone tower and/or
the recurrent rental on the land on which it will be located; and, if yes, how
much has been provided for each, from which funding source will that money
come, and to whom will this money be paid?
(5) Is the
minister aware that there has been no consultation with the Indigenous
community about the impact of any heritage aspects of this site?

I thank the honourable member for some notice of the
question.
(1) No.
(2) Not
applicable.
(3) I am aware
that a previous application from NBN Co Ltd was rejected by the council in May
2015. A new application was approved by the council on 18 May 2016.
(4) The state
government has committed funding to Telstra of $220 000 from the $45 million
regional telecommunications budget for Telstra to co-locate on the NBN tower
and establish mobile telephone coverage over the surrounding area.
(5) No. I have
been advised that consultation has been managed in accordance with section 9.4
of the Shire of Chittering's town planning scheme 6. A number of
government and referral agencies, including the Departments of Planning,
Health, and Parks and Wildlife, and the Chittering Landcare Centre, were
notified of the application. NBN has undertaken studies pertaining to the
cultural heritage of the reserve, both Indigenous and European, and the
investigation did not identify any registered cultural, historical or
environmental heritage significance in the immediate vicinity of the tower
site.
