The Minister Replied:
The Minister for Justice has supplied the following answer:
(a) Nil
(b) $11,970 in the Town of Esperance
(c) The Community Based Services Kalgoorlie Branch conducted their own "Needs Analysis" in 1999 following the de-funding of the Goldfields Automotive Workshop Program. The Needs Analysis was done in consultation with approximately one hundred local community agencies, the purpose was to identify youth needs and service requirements.
(d) A Request for Tender for the Kalgoorlie area has been completed. It is anticipated the tender will be advertised by the end of September this year. Work is still being undertaken with respect to the specifications in relation to the tender for a service in the Warburton area.
(e) The delay has been in part due to the need to conduct a more local and Contemporary needs analysis to ensure the correct services are appropriately directed to the area of most need. Secondly, there has been a recent injection of federal funding into the area targeting youth. The Ministry is anxious not to create a duplication in service delivery.
(f) $113,000 was earmarked for the Goldfields Region in the 1998 Needs Analysis. Expenditure was delayed pending results of a local consultation and needs analysis to ascertain the most appropriate program for the area.
Expenditure is as follows:
· The local consultation was completed in 1999 at a cost of $9,200.
· Requests for Tender in the Kalgoorlie and Warburton areas will be advertised for a total of $100,000.
· Additionally $11,970 this calender year and approximately $8,000 last calender year was directed to Esperance (also under the Goldfields Community Based Services area).
At the time of the 1998 Needs Analysis it was not know that the Commonwealth funded Young Offender Pilot Program would be developed in Kalgoorlie. This has consequently required the development of new priorities for the balance of these funds. The funds will remain with the Juvenile Justice Community Funding Program.
