(1) Yes, at the appropriate time.
(2)(a) Timing will be influenced by land use and land take-up; currently it is estimated the interchange may be required around 2025.
(b) A cost estimate was undertaken in 2011 based on a very preliminary concept design and would need to be updated as part of the progression of this project at the appropriate time.
