I
refer to the minister's media statement entitled ''Major
maintenance blitz: New job-creating school package unveiled'' of
22 September 2019.
(1) Can the
minister explain the methodology used to determine the jobs created and
expenditure per site; and, if a matrix was used, will the minister please table
that matrix?
(2) How many of these jobs are
anticipated to be created by —
(a) the conclusion of 2019–20;
and
(b) the conclusion of 2020–21?
(3) How many of these jobs will be ongoing FTE?
(4) How many will be short-term,
one-off cash injections and therefore not new FTE?
(5) How does the
minister intend to track spend to ensure that funds are spent on appropriate
items and staffing requirements?

(1) The job
creation estimate is based on the expected labour component of the total
maintenance package. Expenditure per school takes into consideration a number
of factors, including school type, for example, primary or secondary; school
age; school size; locality and condition.
(2) The jobs estimate reflects the
impact of the entire maintenance package over the life of the program.
(3)–(4) The
jobs estimate is an assessment of the additional jobs created as a result of
the maintenance package, relative to previously approved spending for the
Department of Education.
(5) For direct
maintenance allocations, schools are required to report on the works undertaken
and the expenditure when works are completed. Centrally funded, targeted
maintenance works and upgrade and refurbishment items are managed by the
Department of Finance Building Management and Works.
