977. Hon Simon Ehrenfeld to the minister
representing the Minister for Child Protection:
I refer to the
report in The West Australian of 10 October
on the Adachi Disability Services and the Department of Communities.
(1) Why was Adachi approved to provide high-needs
care for vulnerable children despite the Auditor General's findings of
inadequate procurement controls and ongoing scrutiny for NDIS funding issues?
(2) When did the minister first learn of the NDIS
compliance investigation into Adachi and why did the department contract the
company despite those concerns?
(3) Were vulnerable children placed with Adachi while
allegations of misconduct were known, and what actions were taken to protect
those children after the NDIS ban in February 2024?
(4) Will the minister disclose the total payments
made to Adachi under the contract and confirm that none of the funds were diverted
offshore or misused, as was suggested by the liquidators?

This is a question
for the Minister for Child Protection and I am the minister who represents the
Minister for Child Protection, so this response has been provided by the
Minister for Child Protection.
The Department of
Communities provided the following advice.
(1)–(4) Adachi Disability Services was approved
to provide services prior to the banning order that took effect from 27 March
2024. The department acted immediately upon its knowledge of these concerns and
moved the children under other arrangements with approved providers prior to
the banning order taking effect from 27 March 2024. NDIS compliance
investigations do not fall within the remit of the Minister for Child
Protection.
