MINE SAFETY LEVY
I draw the minister’s attention to the 2010–11 budget in which I note that the income statement for the Department of Mines and Petroleum shows an increase in total income of $17.2 million over the 2009–10 estimated actuals, primarily through an increase in regulatory fees, particularly from the introduction of the new mine safety levy, and I also note a decrease in service appropriations of $10.5 million over the 2009–10 estimates. (1) Will the minister give this house an assurance that the revenue generated by the mine safety levy will not be used to supplement the Department of Mines and Petroleum’s non–safety related activities? (2) If yes to (1), how will the minister be able to demonstrate that commitment to this house? Hon NORMAN MOORE

(1) I can give the member an absolute assurance that all funds raised from the mine safety levy will go into the mine safety levy trust account, which Hon Jon Ford will recall and which I am happy to acknowledge was the result of his suggestion when the bill was before the house. (2) The assurance I can give is that is where the money will go, and it will be in an accountable and obvious locality and will have to be accounted for in the normal context of the way in which we account for the expenditure of funds in a trust account.
