DRAFT MENTAL HEALTH BILL 2011
99. Mr M. McGOWAN to the Premier:
I refer to the government's draft mental health bill
which has been released for public comment.
(1) Does the
Premier support measures in the bill that allow 12-year-old children, without
parental approval, to provide consent to sterilisation, electroconvulsive
therapy and psychosurgery, which involves the creation of lesions on the brain
to change behaviour?
(2) Given the
Minister for Mental Health's stubbornness on radio this morning in
refusing to admit any problems with her bill, does this government have any
intention at all of listening to the concerns raised by the community?

The bill has been released for public comment. That is the idea—so the
public can comment. It is being handled by the Minister for Mental Health. Had
the Leader of the Opposition given me some notice of the question, I would have
gone back and looked at some of the detail. He did not do that, so I cannot
answer the question.
