PERTH STADIUM — JOBS CREATION
592. Hon SAMANTHA ROWE to the minister
representing the Treasurer:
I ask this question on behalf of Hon Alanna Clohesy , who is away from
the chamber on urgent parliamentary business. I refer to the construction of
the new Perth Stadium.
(1) How many jobs will be created
for the project?
(2) How many of
these jobs are —
� (a) direct jobs created as part of the
construction;
� (b) direct jobs that will be created when the
facility is in full operation;
� (c) indirect jobs related to the construction
period; and
� (d) indirect jobs related to the operation of
the fully operational facility?
(3) For each category in (1), over what period are the jobs
expected to be created?
(4) What was the methodology used to calculate these figures?

I thank the member, on behalf of Hon Alanna Clohesy , for notice of the question.
I was just asked whether this was a dorothy dixer, but I am
sure that it is not. Nevertheless, I am greatly pleased to be able to provide
this answer on behalf of the Treasurer.
(1) An
estimated 7 550 workers will be directly employed on the project from May 2013
through to March 2018.
(2) This number comprises —
� (a) 6 000 workers directly employed during the
construction phase, comprising 200 for pre‑construction site works and 5 800
by the Westadium consortia during the construction period for the stadium and
its surrounding sports precinct. I note that the numbers do not include workforce
associated with the transport infrastructure.
� (b) There will be 1 550 direct jobs when the
facility is in full operation, comprising 50 full-time employees and 1 500
casual workers.
� (c) � Indirect
jobs related to the construction period have not been estimated.
� (d) Indirect jobs related to the fully
operational facility have not been estimated.
(3) For the
construction phase, the period is May 2013 to December 2017. The workforce will
be progressively engaged during the period from February 2016 to March 2018 for
the transition to operations. The ultimate number of workers engaged over the
25-year operating phase of the Westadium contract has not yet been estimated.
(4) The
methodology used to calculate the construction workforce was based on an estimated
ratio of one to six between the total peak workforce of 970 and the total
construction phase workforce of 5 800 based on the builders' experience—that
is, Brookfield Multiplex—at Fiona Stanley Hospital. The workforce
during the pre-construction site work phase, which is now complete, is based on
estimates provided by the project manager. The expected number of casual staff
required at the new Perth Stadium is based on the current casual staff engaged
at Subiaco Oval of approximately 1 000, escalated to consider the additional
capacity of the new Perth Stadium. The expected number of full-time staff is
based on benchmarking other stadiums of a similar scale, including Perth Arena.
