I refer to the Premier's media release dated 10 April 2013 headed
Changes to Machinery of Government
, and specifically to the Premier's view that there has been a lack of longer-term planning on electricity market requirements, including energy security, and I ask:
(a) is it the policy of the Western Australian Government that State-owned entities should not be involved in generating electricity as part of the South West Interconnected System;
(b) is it the policy of the Western Australian Government that, in the long term, State-owned entities should not be involved in generating electricity as part of the South West interconnected System;
(c) is it the policy of the Western Australian Government that the State needs a market in the South West Integrated System that does not involve State-owned entities generating electricity; and
(d) is it the policy of the Western Australian Government that there needs to be a mechanism that will allow the exit of State-owned entities from being involved in generating electricity as part of the South West Interconnected System?

(a) The policy of the Western Australian Government is to address the short comings of the existing electricity market in the South West Interconnected System. (b) This will involve Verve and Synergy being integrated into a single State owned entity with a single Board of Directors overseeing two ringed fence business units (generation and retail). The integrated entity will be named Synergy. (c) The first step will be to put into place administrative arrangements to place a common Board over both Synergy and Verve by 1 July 2013. Legislative changes will then be required to integrate Synergy and Verve into a single Government trading entity with two ring fenced business units (generation and retail) by 1 January 2014. (d) wAs part of this process, it will also be essential to restructure the existing market rules and the role of the Independent Market Operator (IMO) to address the existing identified deficiencies and to accommodate the operation of a single State owned electricity generator and retailer. Industry will be consulted during this process.
