I ask the following question on behalf of Hon Frank Hough pertaining to assistance under the exceptional circumstances relief payments scheme. (1) Will the minister advise how many applications have been received since the implementation of the ECRP scheme until the present time? (2) How many applications were approved? Exceptional circumstances relief is one component of the exceptional circumstances program which has two arms: the relief program, which is essentially a welfare measure, and a business support arm, which is the commonwealth-state provision for exceptional circumstances. Centrelink has advised the Department of Agriculture of the following information. I say that because Centrelink administers the welfare provisions under EC. (1) Cumulative numbers of applications received since the implementation of the ECRP scheme are not readily available. (2) As at 31 October 2002, 365 farm families were in receipt of the ECRP in Western Australia. However, a cumulative total of 540 farm families have received the ECRP in Western Australia at some time since EC was first declared on 2 February 2001. (3) ECRP is fully funded and administered by the Commonwealth. Expenditure by the Commonwealth from 2 February 2001 to 31 October 2002 was approximately $9.8 million. The State Government’s commitment is to the business support component of EC rather than the welfare component, which is administered by Centrelink.
