SCIENCE AND CONSERVATION STRATEGY — MINISTER'S STATEMENT
486. Hon ROBIN CHAPPLE to the minister representing
the Minister for Environment:
My question is with regard to the
minister's statement on 5 June 2013 in The West Australian World Environment Day lift-out about the $63 million
Kimberley science and conservation strategy, and the minister's media
release of 30 June 2013 on the continued implementation of the state government's
$73 million Kimberley science and conservation strategy.
(1) What is the
total budget for the Kimberley science and conservation strategy, and over what
period of time should it be expended?
(2) Will the
minister table the budget line items of expenditure for the period identified
in (1)?
(3) If the total
amount has increased, as indicated by the newspaper article and the media
release, can the minister explain when this occurred and what the additional
$l0 million is to be spent on?

I thank the member for some notice
of this question.
(1) The Kimberley
science and conservation strategy was released on 17 June 2011, with a budget
of $63 million over five years towards its initial implementation. A further
$15 million was committed during the 2013 state election. Further detail of
additional funding will be announced as part of the state budget. This,
obviously, was a question answered prior to the state budget being handed down.
(2) The
Department of Parks and Wildlife expenditure under the Kimberley science and
conservation strategy from 1 July 2009 to 31 March 2013 was $12 749 964; that
is the latest available information. Please refer to Legislative Assembly
question on notice 449 for expenditure under the strategy by other agencies. I
would just remind the member that this question was asked and answered on 9 July.
(3) The
government committed to invest a further $15 million under the Kimberley
science and conservation strategy during the 2013 state election for the Great
Kimberley Marine Park, including an expansion to the Western Australian–Northern
Territory border.

not refer to answers to questions in another place for information that should
be provided in this chamber.
Hon Sue Ellery : That's right; it happens
all the time.
The PRESIDENT : That is correct; it should be
accompanied, at least, by an explanation. If an answer in another place is
referred to as supplementary information, I think that is fine. But if it is
put forward as the answer to the question, that is unacceptable.
Hon HELEN MORTON : I do understand that, and I am
actually apologising to the member. I will provide supplementary information
for him on this tomorrow.
