(FINANCE AND OTHER MATTERS) ACT
734. Hon TJORN SIBMA to the parliamentary secretary representing the
Minister for Electoral Affairs:
I refer to the Electoral Amendment
(Finance and Other Matters) Act 2023.
(1) What guidance
notes and other materials has the Western Australian Electoral Commission
prepared in relation to the implementation of the act, and will the minister
table those documents?
(2) When did
registered political parties first view the WAEC's online disclosure
portal, which will be mandatory to use from 1 July?
(3) Have any
views been expressed by registered political parties as to the level of
administrative support they will require to comply with reporting requirements
and operate the online disclosure portal?

I thank the member for some notice
of the question. The following answer has been provided to me by the Minister
for Electoral Affairs.
(1) Three user
guidelines, which are attached here—I table those documents—have
been provided as part of a suite of documentation that the Western Australian
Electoral Commission is providing to registered political parties. Another
three user guidelines will be provided to registered political parties prior to
1 July. Two of the guidelines are awaiting the outcome of the passage of
legislation recently introduced to Parliament.

(2) Registered
political parties were provided with a brief overview of the online disclosure
system at a briefing on 17 May 2024. All registered political parties were
invited to send up to five representatives to training sessions on 17 June
2024. All but two parties participated. A further briefing is scheduled for 19 July to discuss initial feedback on use of the
online disclosure system and other election-related matters.
(3) A letter sent
by four of the registered political parties on 10 May 2024 raised the absence
of administrative funding to enable implementation. This was the first time
that this issue had been raised directly with the commission by a registered
political party.
