I refer to the mandatory education sessions which will apply under the proposed Cannabis Law Reform Bill 2009, and ask:
(a) how much additional money has been allocated for non-government drug and alcohol rehabilitation providers in the 2010–2011 State Budget to pay for the dramatic increase in the number of education sessions anticipated; and
(i) if yes, how much; and
(b) has any additional money been allocated in the 2010–2011 State Budget for non-government drug and alcohol rehabilitation services above and beyond what is required for the mandatory education sessions, given that during these sessions some people may disclose poly-substance abuse and/or a desire for rehabilitation; and
(i) if yes, how much?

(a-i)  In 2010-11 total additional funding of $1.125 million will be provided to the Drug and Alcohol Office in relation to Cannabis Law Reform.  Of this, it is expected that at least $578 500 will be allocated to support the new Cannabis Intervention Sessions and this will rise to over $1.2 million in 2011-12.
(b-i)  The funding provided to treatment services will allow for clients to continue in treatment beyond the mandatory session where this is sought by the client. This is included in the allocation to agencies for their estimated number of mandatory session attendees.
