(2) It should be noted that the 'total prison population' was not subjected to testing. The notion of a 'total prison population' over a period of a year might best be described as 'the total number of individuals who were in prison at any time during the year.' The following percentages are achieved by dividing this number by the number of individuals who tested positive to illicit substances. It is worth noting that these figures include positive readings for the use of alcohol and unauthorised medications, both of which are illicit in the prison setting.
