I refer to the
student-centred funding model.
(1) Can the
minister advise who is developing the Department of Education's
student-centred funding model?
(2) When will
that work be completed?
(3) Will the
minister give an undertaking to table the SCFM model together with all the
costings for full implementation so as to meet the 2015 SCFM implementation
time frame?
(4) Can the
additional costs be met within the education department's existing
budget or will the minister be seeking yet another Treasury appropriation; and,
if so, how much?

(1) The
Department of Education has established a governance structure to advise and
develop the student-centred funding model. This includes a government group
comprising representatives from the Department of the Premier and Cabinet, the
Department of Treasury and the Department of Education, various stakeholder
consultative groups, including the State School Teachers' Union of WA
and other unions, professional associations, Western Australian Council of
State School Organisations, principals' groups, an internal project
steering group comprising executive directors, and an internal project team to
develop and implement the model.
(2) The
student-centred funding model will be completed by the end of June 2014.
(3) Once the
student-centred funding model has been completed, I will table the model and
costings.
(4) The cost
associated with the development of the student-centred funding model is being
met within the existing appropriation for the Department of Education.
