I refer the Minister to the article published in
The West Australian
newspaper on 5 March 2009, titled
One million animals a year in tests
, and ask:
(a) has the Department of Local Government continued – past the date of December 2007 – to collect statistics regarding scientific testing conducted on animals for the purposes of research; and
(i) if yes, why has this information not been released publicly and will the Minister consider releasing it; and
(ii) if no, why not?

(a) Yes, the Department of Local Government collects statistics regarding scientific testing conducted on animals for the purposes of research (as well as for teaching and other scientific purposes) each year.  The last collection of data was for animal usage for the calendar year 2009, which was reported to the Department as part of the 1 July 2010 to 30 June 2011 licence renewal process.
(i) The statistics regarding scientific testing on animals for the purposes of research have not been released publicly because they have not been collated to show total State usage.  Collation of this data is resource intensive and provides limited return.  Instead, the animal use statistics of individual licensed scientific establishments are considered by the Department as part of the scientific licence renewal process. It should be noted that in 2009 the national Animal Welfare Committee (which is part of the Primary Industries Ministerial Council's chain of committees) took the decision to no longer collate national scientific animal use data.  This was on the basis that the difficulties of this process were not justified by the potential benefits.  Previously, contribution to the national data was a major reason for their collation at a State level.
