I refer the minister to his proposal to the Local Government Advisory Board for a change in the boundaries for the Town of Port Hedland and ask - (1) Will the minister confirm that a major reason for his proposal is the desire for an improvement in the provision of local government services to the Mugarinya community, as stated in the advisory’s board information paper? (2) What local government services does the minister consider are not being provided adequately by the Shire of East Pilbara? (3) Will the minister provide any information to explain the failure of the Shire of East Pilbara to deliver those services at a satisfactory level? (4) What action has the minister taken to improve the performance of the Shire of East Pilbara if it is failing to deliver the required level of service? Hon TOM STEPHENS

AnswerView source ↗

I thank the member for some notice of this question. (1) Yes, that is one of the reasons. Another is that the centre of business for the community is Port Hedland. (2) The community would benefit from improvements to road access, especially across the Yule River. It could also be assisted in the provision of other basic services, many of which the community itself provides. (3)-(4) The Shire of East Pilbara is proudly referred to as the largest shire in the world. With a vast area to service, it is not surprising that the shire is stretched to meet everyone’s needs. I am confident that the shire does what it can to provide a reasonable level of service to the residents of its district. The Mugarinya community has approached me about this issue on several occasions. The Leader of the House, Hon Kim Chance, was with me at Yandeyarra on the most recent occasion when the issue was raised with me yet again. That incident embarrassed me in front of my ministerial colleagues, because it was the fourth time in four consecutive years that that concern has been raised. Following that meeting, I was too embarrassed not to act and I have acted by referring the specific request under that section of the Local Government Act to the Local Government Advisory Board asking for its determination on the issues contained in my submission. Hon Norman Moore: If I ask you to do something four times, will you do it? Hon TOM STEPHENS: I would hope that I would do it even faster than that. The PRESIDENT: Order! That is a supplementary question. Hon TOM STEPHENS: Where was I? Hon Norman Moore: You were embarrassed in front of your ministerial colleagues. Hon TOM STEPHENS: Yes, I was embarrassed in front of my ministerial colleagues - The PRESIDENT: The minister had got beyond that. Hon TOM STEPHENS: It was indicated to me on several occasions that the Town of Port Hedland was better placed to meet the community’s needs and aspirations, and that is why I referred the issue to the Local Government Advisory Board.
