2) The initial analysis has found varying levels of service on the freeway network. The inner sections of Kwinana, Mitchell and Graham Farmer Freeways are quite heavily congested, typically in peak periods. Various outer sections are also showing signs of congestion. Congestion levels on the Kwinana Freeway have been impacted by works associated with construction of the Perth to Mandurah railway. Performance is expected to improve once these works are complete. 3) A Freeway Congestion Management workshop has recently been conducted with representatives from Main Roads, Department for Planning and Infrastructure, Public Transport Authority and WA Police in attendance. The purpose of the workshop was to address freeway congestion through stakeholder consultation with a view to producing an 'Issues and Directions' paper which will lead to the development of a Freeway Congestion Management Strategy. It is essential that a whole-of-transport approach is taken to addressing congestion. A balanced and integrated transport system will provide users of the road network with better information, improve incident management response and resolution, and encourage modal shift to public transport. It is not sustainable to continually increase capacity (build additional lanes) on freeway networks to combat congestion. A range of non-build solutions are currently being investigated to address congestion and improve road network management. These include demand management, optimising use of the existing road network, improved incident management and provision of traveller information. Initiatives being undertaken in 2006/07 include: - Installation of incident detectors on Kwinana and Mitchell Freeways to obtain traffic data and detect incidents in real time. - Installation of variable message signs on Kwinana and Mitchell Freeways to provide motorists with early warning of incidents and information regarding road performance. - Improved incident management processes and capability to detect and respond to incidents in a coordinated and timely manner to minimise disruption. 4) Not applicable.
