INSURANCE SCHEME — ROLLOUT
422. Hon JACQUI BOYDELL to the Minister for Disability Services:
I refer to the opinion piece titled ''NDIS
rollout failures leave many in limbo'' published in The West
Australian of 2 May.
(1) What is the
McGowan government doing to assist the 4 000-odd Western Australians who are
waiting to be enrolled?
(2) Of the number
of unenrolled Western Australians, how many are in regional Western Australia?
Please break that down into Western Australian National Disability Insurance
Scheme regions.
(3) Has the
minister had any correspondence since 31 December 2018 with federal
representatives about the National Disability Insurance Scheme?
(4) Will the
minister ensure that the Department of Communities takes the lead on rectifying
issues within the NDIS rollout, especially for individuals on the NDIS in
regional Western Australia?

I thank the honourable member for
some notice of the question.
(1) Significant
progress has been made by the National Disability Insurance Agency over the
past months to accelerate the transfer of Western Australian National
Disability Insurance Scheme individuals to the Australia-wide NDIS. As at 30
April 2019, nearly 88 per cent of WA NDIS individuals have transferred. The
remaining 929 individuals will transfer over the coming months. Until then, the
state government has committed to ensuring that all individuals will continue
to receive their existing WA NDIS–funded support.
(2) In the south
west, 140 WA NDIS individuals are unenrolled. In the Kimberley–Pilbara,
272 WA NDIS individuals are unenrolled.
(3) Yes.
(4) The
Department of Communities maintains a positive and close working relationship
with the NDIA, with a collaborative approach being taken to continuously
improve the business processes underpinning the rollout of the Australia-wide
NDIS in WA. In partnership with the NDIA, Communities has established two committees
to oversee the transfer and transition—the WA executive steering
committee and the WA officers' working group.
