RESPONSIBLE PARENTING SERVICES — FUNDING
1325. Hon LAINE McDONALD to the
parliamentary secretary representing the Minister for Child Protection:
I refer to funding cuts to
responsible parenting services across Western Australia.
(1) The 2016–17
budget papers stated that 39 full-time equivalents were to be abolished across
the state. Is this the final number of positions to be abolished; and, if not,
what is the final number?
(2) For each of
the financial years 2013–14, 2014–15 and 2015–16, were
all resources allocated to responsible parenting services delivered to
capacity; and, if not, what was the underspend in each year?
(3) How many
families on each of the programs delivered under the responsible parenting
program have ceased or will cease receiving services in 2016?
(4) How many
staff delivering services through these programs have ceased or will cease
employment during 2016?

I thank the honourable member for
some notice of the question.
(1) The final number is 41 FTE.
(2) No, there
were cash underspends in each financial year—2013–14, $1.497
million; 2014–15, $1.188 million; and 2015–16, $1.384 million.
(3) As at the end
of September 2016, a total of 790 cases were open to responsible parenting
services across the state. Exact figures on how many cases will cease are
undetermined at this point; however, those that are assessed as requiring
further departmental support will be transitioned to an appropriate team from
which the remaining responsible parenting staff will be located.
(4) From 1
January 2016 to date, a total of 10 employees who were employed in the
responsible parenting program have ceased employment. In addition to these
employees who have ceased employment, seven employees were offered voluntary
severance on 14 November 2016. Those seven employees have until 9 January 2017
to respond to those offers.
