I refer to Racing and Wagering Western Australia’s Request for Tender (RFT) 012014 for Betting Slips, Thermal Paper Rolls and Fulfilment Services which closed on 7 February 2014, and ask: (a) how many submissions for RFT 012014 were received; (b) which company was the successful respondent and does this company have board members or employees associated with Perth Racing or Racing and Wagering Western Australia, and: (i) if so, in what roles are such persons employed at Perth Racing or Racing and Wagering Western Australia; and (ii) if applicable, was this disclosed in the tender documents; (c) when did the successful tenderer commence the contract; and (d) was the successful contractor able to meet: (i) compliance criteria as part of the tender application process, and if not, what aspects could not be met; and (ii) qualitative criteria as part of the tender application process, and if not, what aspects could not be met?

(b) Vanguard Press:
(i) Mr van Heemst, Chairman of the Western Australian Turf Club, is a non-executive director of Vanguard Press and Mr van Heemst's son is the Executive Director and CEO of Vanguard Press.
(ii) Racing and Wagering Western Australia was aware of the relationship between Vanguard Press and the van Heemst family.
(c) Vanguard Press was due to commence supply from 1 December 2014. However, Fairplay Print will relinquish some sections of the contract prior to 1 December 2014, which will become the responsibility of Vanguard Press.
(d) All compliance and qualitative criteria were met to the satisfaction of the evaluation panel.
