(1) In relation to the additional
$21 million paid to meet claims, how much of this was paid to QBE?
(2) Does the
state government continue to have an existing arrangement with QBE, and on what
date beyond June 2013 were the extensions to the original heads of agreement
finalised?
(3) Which minister oversaw the
extension to the arrangements with QBE?
(4) Was the Treasurer consulted on
the extension of the existing arrangements, and on what date?
(5) Did the extension of the
existing heads of agreement go to cabinet; and, if so, when?

(1) The $21 million
is a provision to meet possible claims. Actual claims paid to QBE from July
2014 to February 2015 totalled $467 571.
(2) Yes. The
original heads of agreement covered the period 1 July 2010 to 30 June 2013. The
first extension from 1 July 2013 to 30 September 2013 was executed on 28 June
2013. The second extension from 1 October 2013 to 31 October 2013 was executed
on 24 September 2013.
(3) It was the Minister for
Commerce.
(4)–(5) The
extension of the 2010 heads of agreement was considered by cabinet on 20 May
2013. The then Treasurer, Hon Troy Buswell, MLA, through his office, the
Department of Treasury and the Insurance Commission of Western Australia were
consulted on this matter.
