(2) The recommendations provide a framework for progressively improving the environmental management standards of light industry and small businesses in the Perth area. Implementation is therefore an ongoing process and includes: Continuing work of the Swan-Canning Industry Working Group – by state agencies, local government, community and industry groups. Trial delegation of Environmental Protection Act pollution control powers and drafting of Unauthorised Discharge Regulations to support local government management. Simplification of pollution control through the establishment of the Department of Environment, Water and Catchment Protection. The provision of training in cleaner production and pollution prevention to local government Environmental Health Officers. Development and trialing by the Curtin University Centre for Excellence in Cleaner Production of cleaner production and pollution prevention training for small businesses. Development of a simple generic environmental management system for Swan River yacht clubs and marinas. Provision of information on waste management and pollution control to businesses. The development of Industry Awards such as the Clean Water Award. (3) The survey involved a sample of businesses to assess the general standards of environmental management and pollution risk. (4) As the survey was not intended to be a complete inventory of businesses, it would be inappropriate to identify the individual businesses that agreed to participate in the survey.
