❓ Hon. Alison Xamon questions the Minister for Water regarding climate change initiatives within the Department of Water, Water Corporation, Aqwest, and Busselton Water, focusing on adaptation, mitigation, funding, staffing, and public reporting. The responses indicate that climate change considerations are integrated into each agency's operations, but specific funding and FTE allocations are not tracked separately.

I refer to the first paragraph of the answer given to the Hon Giz Watson’s question without notice No. 27 on 16 February 2011, and for each Department and Agency in the Minister’s area of responsibility, I ask -
(1) Is each Agency and Department addressing climate change issues, as it affects each Agency and Department’s sectoral responsibilities?
(2) If no to (1), why not?
(3) If yes to (1), which climate change issues have been identified, by Agency and Department, as affecting the specific Agency or Department’sectoral responsibilities?
(4) In respect of each issue identified, how is it being addressed (please provide full details) in terms of, -
(a) adaptation;
(b) mitigation; and
(c) modification of activities likely to maintain or increase the severity of the impacts of climate change?
(5) In respect of each answer to (4), -
(a) how much funding has been allocated to this work;
(b) how many FTE staff have been allocated to this work; and
(c) how is success being measured?
(6) Regarding the answer to (5) (c), is this information publicly available?
(7) If no to (6), why not?
(8) If yes to (6), -
(a) where is it publicly reported; and
(b) how often is it updated?

Department of Water
(1) Yes, the Department of Water is addressing climate change issues as they affect its sectoral responsibilities.
(2) Not applicable
(3-4) Consideration of climate change is integrated into the department's sectoral responsibilities wherever appropriate. For example in respect of adaptation the department:
· undertakes hydrology and hydrogeology studies which underpin the assessment of the State's water resources.
· sets allocation limits for the taking of water and defines rules which recognise changing climatic conditions.
· manages water under variable and changing climate through strategic (regional) water plans across the State.
In respect of mitigation:
· The department monitors and accounts for extreme weather events and risks to water supply considering the change in climate variability and continued development of the built environment.
· The department's greenhouse gas emissions have been measured through the System for Accounting and Reporting Government Emissions (SARGE).
The emissions from the departments fleet vehicles are being offset through the State Fleet Vehicle Emissions Offset Scheme.(5) (a-b) Specific funding and FTE are not allocated to specific issues.
(c) The measure of the success of the above initiatives are embedded in the performance measures of the Department of Water's services and are not separately reported.
(6-8) Information is available in the Department of Water's annual report and on its website.
Water Corporation
(1) Yes, the Water Corporation is addressing climate change issues as they affect its sectoral responsibilities.
(2) Not Applicable
(3-4) Consideration of climate change is integrated into the Water Corporation's sectoral responsibilities wherever appropriate. For example in respect of adaptation the Corporation:
· has developed a 50-year plan to respond to our drying climate. The plan,
Water Forever
, outlines a portfolio of over 800 gigalitres in water efficiency, recycling and new source options for the Integrated Water Supply Scheme.
In respect of mitigation:
· Water Corporation is implementing an Integrated Water Efficiency Project to reduce water consumption throughout Western Australia. The program covers the Perth, East and West Pilbara, Kimberly, Goldfields and South West areas
.
· Water Corporation has an active energy efficiency program in place to minimise energy use.
(5a-b) Specific funding and FTE are not allocated to specific issues.
(c) The measure of the success of the above initiatives are embedded in the performance measures of the Water Corporation's services and are not separately reported.
(6-8) Information is available in the Water Corporation's annual report and on its website.
Aqwest
(1) Yes, Aqwest is addressing climate change issues as they affect its sectoral responsibilities.
(2) Not applicable
(3-4) Consideration of climate change is integrated into Aqwest's sectoral responsibilities wherever appropriate. For example in respect of adaptation and mitigation:
· Aqwest's measures it's emissions through the System for Accounting and Reporting Government Emissions (SARGE).
· Aqwest minimises energy use wherever practicable.
· Aqwest has an ongoing long term water conservation program.
(5a-b) Specific funding and FTE are not allocated to specific issues.
(c) The measure of the success of the above initiatives are embedded in the performance measures of Aqwest's services and are not separately reported.
(6-8) Information is available in Aqwest's annual report and on its website.
Busselton Water
(1) Yes, Busselton Water is addressing climate change issues as they affect its sectoral responsibilities.
(2) Not applicable
(3-4) Consideration of climate change is integrated into Busselton Water's sectoral responsibilities wherever appropriate. For example in respect of adaptation and mitigation:
· Busselton Water measures its emissions through the medium of the National Greenhouse Accounts, which it uses to feed auditable data into the National Water Initiative statistics.
· Busselton Water is implementing an active energy efficiency program in place to minimise energy use.
· Busselton Water bas implemented a new metering system to reduce water consumption.
(5a-b) Specific funding and FTE are not allocated to specific issues.
(c) The measure of the success of the above initiatives are embedded in the performance measures of Busselton Water's services and are not separately reported.
(6-8) Information is available in Busselton Water's annual report and on its website.
